Civ beyond earth specialist slots

I agree completely. Unfortunately I felt that way about a lot of aspects of Beyond Earth. Why are specialists in this game? There are a thousand buildings that offer specialist slots -- some that do nothing BUT offer specialist slots -- and yet it's never worth using any of them. Why are virtues even in this game?
